Unable to add funds through bank tranfer (india)

I am unable to send money on the microsoft's bank account in order to add funds to my account through wire transfer. Every time I make payment the payment fails with error "payment declined due to risk policy" . I have also tried sending from different bank account but having same issue. I contacted the bank and they said there is a problem with receiver's bank account. Please Help

    Microsoft Advertising accepts check and bank transfer payments on a limited basis. Generally, you can fund your prepay account with a check or bank transfer. If you have a monthly invoice account, you must pay your charges via bank transfer. Your country/region, currency, and payment setting determine whether you can pay by check or bank transfer. The suitable payment method options in this case should be the  post pay account.

    In order for Microsoft Advertising to process your payment, you must include the following information in your bank transfer's payment details or your check's memo line:

    •             Your 8-digit Microsoft Advertising account number

    •             Your Microsoft Advertising manager account name

    If we do not receive your account number, your payment will be returned.

    What to expect It can take up to 5 business days after the wire transfer is complete for the funds to appear in your Microsoft Advertising account.
