Regarding GIFs feature in Microsoft Teams, if you're a Team Owner, you can enable Giphy directly in your Team settings.
However, if that option is unavailable or disabled, the ability to use GIFs is controlled by messaging policies and team settings. In that case, I recommend contacting your Global Admin (the person who manages accounts and policies in your organization) to check whether Giphy has been disabled via policy.
The Global Admin can go to Microsoft 365 Admin Center, click on the Show all in the left bar navigation
Select on icon Teams, it will prompt to the Teams Admin Center directly.
In Teams Admin Center > Messaging > Messaging policies > select the policy currenly apply > Check whether Giphy in conversations is enabled.
