Microsoft Fabric requires a Microsoft 365 subscription to use it, but having a Microsoft 365 license alone does not automatically grant a free Microsoft Fabric license. Specifically, you need a Microsoft 365 Developer Account with admin rights to initially set up Fabric.
There is a Microsoft Fabric free license that provides basic access to create and share Fabric content beyond Power BI items, but to fully utilize advanced features, particularly related to Power BI within Fabric, users need additional licenses such as Power BI Pro or Premium Per User (PPU). The free license mainly allows content interaction and some basic capabilities but is limited compared to paid licenses.
Thus, if you have a Microsoft 365 license, you can potentially get some free access to Fabric features, but the free license is limited in scope. For full functionality and usage especially involving Power BI features in Fabric, additional specific licenses are required beyond just Microsoft 365
