I see that you're worried about the upcoming retirement of Basic SKU load balancers and the public IP addresses linked to your VMs.
If you do not migrate your Basic SKU resources to Standard SKU by September 30, 2025, those resources will be retired. Microsoft will not automatically upgrade your Basic resources to Standard on this date, and you will lose access to them if they are not migrated in time.
If your Basic SKU Public IP addresses are associated with other services (e.g., Virtual Machines, Load Balancers, or other resource types), they will be impacted. You will need to migrate them to Standard SKU before the retirement date. If these resources are not deployed in Azure Cloud Services (extended support), they will no longer be supported or usable after the retirement date.

You should begin the migration process now. Since you still have more than 100 resources, starting early will help prevent any possible service disruptions. Please check the below public document for more understanding migration process.

Or alternatively you can create a new Standard Load Balancer with the Basic Load Balancer configurations.
If you want to use the same public IP, please try to disassociate it from your current basic load balancer. After that, you can upgrade your basic IP to a standard IP assign it to new standard load balancer. And while migrating the public IP basic to standard you must change the IP address assignment dynamic to static.
Please navigate to the Basic Public IP address -- Settings -- Configuration, select Static, click Save.
