Is it free to call out to other EU countries from Netherlands teams phone?

Regarding to your question about Teams Phone and a Domestic Calling Plan, outbound calls are included only within the country where the plan is provisioned. In your case, the Netherlands, I'm sorry to say that calls to other EU countries are not free under the domestic plan.

If you need to make calls to other EU countries, you have two options:

• Add an International Calling Plan, which includes a monthly allowance for international minutes.
• Use Communication Credits for pay-as-you-go international calls if you prefer not to upgrade.
