Few quick checks for performance troubleshooting,
- Perfmon is the more straight forward way. If you have them collected, some key counters to check are Processor, Process, Memory, PhysicalDisk. This helps identify the top consumers and bottlenecks.
- Resource Monitor(resmon): This gives a GUI view of which processes consume more CPU and memory.
- Clean boot: Disable all third-party services and reboot to check if there is improvement (msconfig ->Services -> Hide all Microsoft Services -> Disable). If yes, isolate and figure out which service is causing the spike.
Additionally, make sure Defender or your AV is not running a full scan when there is a spike, try repairing system files (sfc /scannow) and check storage health(chkdsk /scan).
