Server won't run critical updateKB5066586 & KB5070883

I have tried

SFC & DISM recovery commands,

Resetting the Windows Update subsystem

Manually downloading the patches from Windows Catalog Services

Trying to patch though power shell

get-windowsupdatelog doesn't provide any insight.

cbs.log & dism.log don't provide any insight

Tried to update the Servicing Stack Update (SSU) for Windows Server with KB070883, that came out on Oct 23 2025, but it won't install either I get 0x800f0985.

Suggestions other than in Place upgrade?

    Hi, There

    As I known it looks like you’ve hit a servicing stack/component store issue, which is what typically causes 0x800F0985. Since you’ve already done SFC/DISM, reset WU, and tried manual installs, try these next steps before an in-place upgrade:

    • Check for pending operations Make sure there isn’t a stuck update:
    C:\Windows\WinSxS\pending.xml
    

    If it exists, reboot first. If it keeps coming back, that’s the blocker.

    • Clean up the component store
    DISM /Online /Cleanup-Image /StartComponentCleanup
    DISM /Online /Cleanup-Image /RestoreHealth /Source:wim:X:\sources\install.wim:1 /LimitAccess
    

    => Use the same build ISO as the server.

    1. Install the Servicing Stack Update first, independently. If the SSU won’t install, the component store is definitely out of sync and step #2 is required before anything else will work.
    2. Try installing the CU in Safe Mode Boot with minimal services and install the .msu/.cab manually.
    3. If it still fails > Repair install using the same Server 2022 media (not an OS upgrade). This keeps roles, domain membership, AD, etc., but resets the servicing stack so updates apply cleanly.

    Can these Pending Sessions be preventing Windows Updates?

    I uninstalled the September Cumulative update, which gave problems installing.

    I think a portion of the update was stuck and was stopping other updates from installing.

    After rebooting the server, both October & November updates installed.
