No "Export" option shown when trying to export a OneNote notebook from OneNote web

I'm trying to export a OneNote notebook from OneNote web, following the instructions offered by MS. Yet when i right-click on the notebook (from the main page list of them), the only option offered is "open", not "export". While the docs say one can't export from "OneDrive (work or school)", mine is indeed a Personal (family) account, not work or school.

Is there some known solution for this that I am not seeing? FWIW, I am ultimately wanting the kind of ".zip" export that is offered only online. On the desktop app, there is no zip option; the closest it offers (for exporting a notebook only) is a .onepkg filetype (which is a zip or .one files).

The challenge is that I'm wanting to import the notebook into an app (joplin) that offers import of onenote files as a zip (which it documents needs to be done from the OneNote web UI) but not the .onepkg format.

But let's not focus on that app or my goal to transfer notes: my focus in this request is about how the MS instructions don't match the UI that I am experiencing in the OneNote web ui.
