This is a common point of confusion. The latest version of Snipping Tool you see on Windows 10/11 is a modern app from the Microsoft Store, which is not available on Windows Server 2019.
Windows Server 2019 is a Long-Term Servicing (LTSC) release. The version you have currently installed is the final and only version available for that operating system. It only receives security fixes, not feature updates.
Your server does include the modern "Snip & Sketch" tool. You can access it by pressing the hotkey: Win + Shift + S .This will open the new snipping bar.
