SharePoint Team Site - Missing the "Change the Look" Option

Hello forum members,

I am setting up a SharePoint Team Site for my coworkers to use as an document collaboration / storage hub. Setup was straightforward, but I'd like to move the navigation pane for the different libraries from the left column to the top.

Problem: The option to "Change the Look" is not appearing on my site settings, despite being the site owner.

I've read that site owners can "Change the Look" option to toggle between left and top navigation panes. I am unsure whether MS has removed this option in the past few months. FYI I have tried finding the option in Chrome and Edge.

Question: How can I move the document library navigation pane from the left side to the top side of my SharePoint Teams Site if I cannot find the "Change the Look" option?
