My Postgre Server won't restart and has a resource health issue - STRANDDED

Hi.
From 3rd December I've not had access to my Server and have been getting Resource Health messages all saying that Microsoft is aware and is working to resolve the problem. I'm on a pay-as-you-go subscription and have been trying to figure it out. What's the fastest way to resolve the issue??
