The error is because Owner role is not applicable to create/update App Registrations in Microsoft Entra ID.
To resolve the error, assign the user account with Microsoft Entra ID directory role such as Application Administrator or Cloud Application Administrator.
Go to Azure Portal -> Microsoft Entra roles and Administrator -> Application Administrator - Assign Active assignment to the user account
