According to your concern, unfortunately Excel by-design does support inserting multiple pictures at the same time but each image will be stored in one cell. That's because Excel treats pictures as floating objects over the grid, not cell contents so you can't store multiple jpegs in one cell like the way you store text or numbers.
As a quick and effective workaround, I greatly suggest using pictures editing apps (Paint, PowerPoint, etc.) to make a neat pictures arrangement/composition first before inserting into Excel cell. Moreover, can you share more details about how many photos you need per cell, your desired layout (rows x columns) and I will try to create a VBA macro script to bulk insert images into one Excel cell as you requested.
