I receive an invoice of 0.29$ almost everymonth for a service I do not use at all

I have no idea what to say I receive an invoice and I am totaly enabel to understand what it is for.
In the past I did test Entra services adn close teh tenant - the billing was 0 all the time so I did not care.
In the last few month it start to bill some small amount - I never find the way to remove this tenant and cancel the payments.
I have no access to the account anymore - no idea what I can do.
Attached the last invoice!
