upgraded motherboard and CPU, cant activate windows

I recently changed my CPU from intel to AMD. my widows is a windows 10 retail version that had been upgraded to windows 11 for free. the activation status shows ''activated with a digital licence linked to your Microsoft account'' in the old PC. i moved the disk from the intel to the AMD system, and while logged into my Microsoft account i used the activation troubleshooter and pressed the ''i changed hardware on this device recently'' option, however it showed the following error: Unable to activate WindowsWe can't reactivate Windows as our servers aren't available right now. Wait for a few minutes or try adding your Microsoft account again.
i have tried using a local account to troubleshoot activation and logging in when prompted but had the same result. i have tried running the trouble shooter many times in the past two days and always get the same result
any advice would be appreciated
