unable to call function app url from bluehost

Since you can access the Function App from other networks, it would be helpful to look at the Application Insights logs (if enabled) or any logs available on the Kudu site for potential error messages around the time of the attempted connections from Bluehost.

Find logs at /LogFiles/Application/Functions on the Kudu site.

Please run a TCP connectivity diagnostic from the Azure App Service infrastructure to confirm whether inbound traffic from the specific IP 162.241.218.238 is being rejected at the network edge.

The connection fails instantly with a TCP reset (0ms), which indicates:

• The traffic is not reaching my Function App

• The App Service front-end is refusing the handshake

• This is not an application-level or configuration issue

I am requesting that you check:

1. Whether IP 162.241.218.238 or its NAT block is present on an internal Microsoft blocklist
2. Whether TCP SYN packets from this IP are being dropped or reset by the App Service front-end
3. Whether any platform-level reputation filtering is in effect
4. Whether this behavior is expected for Function Apps running on Windows Consumption (Y1)

This issue only occurs from this IP range. All other networks succeed.

Please escalate this ticket to the App Service engineering team for a platform-level network trace.

Thanks for the response. Here are the answers to your questions:

1. Specific error from Bluehost

When calling the Function App from our Bluehost server, the request fails immediately at TCP connect time. For example (from cURL on the Bluehost host):

curl -v https://mywcwellnessorders-hnchd7fea3b7geh6.centralus-01.azurewebsites.net

returns an immediate connection failure (connect error after ~0ms). There is no HTTP status code, no TLS handshake, and no response headers. This strongly suggests the connection is being refused/reset at the network edge, not by the Function code.

1. Runtime version and storage account

The Function App runs correctly from other networks:

• It is reachable from my local machine
• It is reachable from mobile networks
• The Azure Portal “Functions” test UI works
• HTTP-triggered functions respond normally

This indicates the runtime version and storage account are configured correctly and the app is healthy.

1. Testing from other servers

Yes, I have tested from multiple other locations and servers, and the Function App is reachable without issue. The problem is isolated to requests coming from the Bluehost public IP:

162.241.218.238

1. Kudu / Application Insights logs

Because the TCP connection from Bluehost never completes, there are no corresponding entries in:

• /LogFiles/Application/Functions on Kudu
• Application Insights (for these failing attempts)

In other words: the request never reaches the Function App process, so there is nothing for the application to log.

Given all this, the problem appears to be before the request reaches my Function App:

• The same URL works from other networks
• Only traffic from 162.241.218.238 fails
• The failure is at TCP connect (no TLS, no HTTP, no function logs)

Can you please:

1. Run a platform-level inbound connectivity / network trace on the App Service front-end for traffic originating from 162.241.218.238, and
2. Confirm whether this IP or its NAT range is being blocked by IP reputation / security filtering on the Windows Consumption (Y1) plan?

If this behavior is expected on Consumption/Y1 due to platform-level IP reputation filtering, please confirm explicitly so I can plan accordingly (e.g., move the Function to a Premium or App Service Plan where this filtering does not apply).

Additionally, we noticed a function app restart event around 12/10/2025 3:45:00 PM (UTC) which was likely triggered due to configurations on host.json or function.json. Please confirm whether this timestamp aligns with when the issue first appeared.

Inspect the configuration file as well as environment settings for any recent changes which could have triggered this issue.
