Hi, I'm Rodrigo and I will help you.
The Disk Management only allow you to shrink the partition to a point where there is no unmovable system files.

You can try using a third-party tool to shrink and create new partitions, these tools have more options for that, and can do it on the free version.

This is an example of a third-party tool, https://www.aomeitech.com/pa/, on the page, select "Download Freeware"to download the free version.

After downloading and installing it, open it, right-click the partition you want to shrink > Resize/Move partition > Drag from the right edge to reduce its size > OK.
On the tool, you can create new partitions if you want. Select "Apply" in the top right corner to apply the changes, it may require restart to apply.
