Honestly, I’ve seen several other users experiencing the same issue when trying to sign up for the Microsoft 365 Developer Program with a personal Microsoft account. At this time, there is no official public announcement confirming the cause, and we have not yet received any update from Microsoft about this behavior.
I have also tested this scenario myself and can confirm that personal accounts are currently experiencing the same “stuck loading” behavior you described:

Alternatively, if you have a business/work (organizational) account, you may want to try signing up for the Microsoft 365 Developer Program with that account to see if you can access the dashboard.
