I Have a new StarTechcom 56K USB Dial-up and Fax Modem V.92 to install

Using Windows 11 now. In Windows 10 I did not have the problem below.

I am trying to install my new Modem and have installed all the drivers correctly. When I open Windows Fax and Scan and try to "Add" a FAX Account, I click "ADD" and the next screen says---Connect to a fax modem. Clicking that an account wizard Error "An error occurred. Please try the operation later or contact your administrator". This is my own home computer, and there is no administrator. I have tried this numerous times with the same result. Can anyone provide me with a solution to this vexing issue? OS--Microsoft Windows 11 Home version 10.0.26200 Build 26200 System Name-- CYBERPOWERTWO
