Your Outlook issue happens because the app doesn’t fully close and leaves a background process stuck, often due to corrupted profiles, add-ins, or sync conflicts. Killing the task in Task Manager is only a temporary fix.
Permanent solution:
Update Office and Windows
Repair Outlook (Quick Repair or Online Repair)
Disable problematic add-ins
Create a new Outlook profile
Repair data files with ScanPST
