i can not join Teams meetings from my PC

But anyway, i can try to help you here.

Are you joining a meeting as a personal account user? Is the meeting host an organization user? What exactly is the error you ran into?

Have you tried joining via the web browser? To do so, copy the meeting link in web browser, preferrable in browser incognito mode. When prompted to use the app, don't, stick with the web. When prompted to sign in, also don't. It should then let you put in your desired display name and let you in the meeting.
