2147467259 cannot complete action when viewing permissions on restored files in Sharepoint Online

In multiple tenants I am seeing -2147467259, Microsoft.SharePoint.SPException cannot complete action when viewing the permissions on restored files (in Onedrive for Business).

When calling Get-PnPProperty with -Property HasUniqueRoleAssignments or when calling /items using the SPO API, I am getting the exact same error so there is clearly some relatively new bug in viewing permissions on restored files.

I'm not sure if these files were restored from a previous version, or from the recycle bin.

I'm also not sure if these files had sharing permissions on them before they were restored, or only after.

Full error from the GUI:

The error code -2147467259, which corresponds to a Microsoft.SharePoint.SPException, indicates that there is an issue completing the action when viewing permissions on restored files in SharePoint Online or OneDrive for Business. This error can occur for several reasons, including:

    1. User ID Mismatch: If the files were restored from a previous version or from the recycle bin, there might be a user ID mismatch that affects permissions. This can happen if the user account was deleted and recreated, leading to a new ID being assigned.
    2. Permissions Configuration: The permissions for the restored files may not be configured correctly, especially if they had unique permissions before being restored. If the sharing permissions were altered or not properly set during the restoration process, this could lead to the error.
    3. Service Issues: Sometimes, temporary issues with SharePoint Online services can cause such errors. It might be beneficial to check the service health dashboard for any ongoing issues.

To troubleshoot this issue, consider the following steps:

    • Verify the permissions of the user attempting to access the files.
    • Check if the files have unique role assignments and whether those assignments are correctly set.
    • If the problem persists, consider removing and re-adding the permissions for the affected files or folders.

If these steps do not resolve the issue, it may be necessary to contact Microsoft support for further assistance, especially if this is a widespread issue across multiple tenants.
