Hi, I am using Using default subscription owner account with Global Administrator access, but still having some permission issue for the owner account

Hi, I am using Using default subscription owner account with Global Administrator access, but still having some permission issue for the owner account,

for example:

1.) I am able to create secrets in keyvault but not able to view them.

2.) My databricks services cannot access blob storage containers.

3.) In IAM at any level, No check box is shown to select roles. (role assignments is not working)
