If your Windows 11 Pro device is stuck at the black "Restarting" screen after a Windows update, it may be due to an issue where the system hangs during the update process. This can occur if the Trusted Installer service does not finish the installation process within the expected time frame, leading to a timeout.

To troubleshoot this issue, you can try the following steps:

    1. Force Restart: Hold down the power button until the device turns off, then turn it back on.
    2. Boot into Safe Mode: If the device continues to hang, try booting into Safe Mode. You can do this by interrupting the boot process three times (turning off the device while it is booting) to trigger the Windows Recovery Environment.
    3. Use Recovery Options: Once in the Recovery Environment, you can select "Troubleshoot" > "Advanced options" > "Startup Settings" and then restart to enter Safe Mode.
    4. Check for Updates: Once in Safe Mode, check for any pending updates or try to uninstall the recent update that may have caused the issue.
    5. System Restore: If the issue persists, consider using System Restore to revert to a previous state where the system was functioning correctly.

If these steps do not resolve the problem, further investigation may be necessary, potentially involving checking logs or seeking assistance from Microsoft support.

If your PC is stuck on that screen for more than an hour:

Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

Please try each option one at a time, then see if Windows will boot up correctly.

    .

If there is an option to uninstall the update, that will be the best option.

    .

Go to Troubleshoot - Advanced Option - Startup Repair

See if Windows startup can repair itself

    .

Go to Troubleshoot - Advanced Option - System Restore

Check to see if you have a restore point you can go back to
