Unable to open sign in window for Microsoft accounts (Grey popup that closes immediately)

Hi,

I just got a new computer and have been unable to open a sign-in screen for Microsoft accounts and receive the closing grey screen similar to the below sign in.

I have been able to add the account to show up on the above screen using netplwiz in the start + R screen, but this issue has continued to persist and blocks my attempts to sign into things such as the xbox store when I am trying to sign into the other account.

Additional information I have run sfc /scannow in the command prompt where it says there are no issues with my windows, and have run wsreset.exe

Also unable to sign into the account I made when going to switch users as the same issue of the grey screen popping in and out of existence occurs

    To resolve this issue, the only viable solution is to Reinstall Windows with the installation media - Microsoft Support 

    User's image Disclaimer: At this point, we have exhausted all troubleshooting and I recommend that we try to perform a clean install to get your computer back into a working condition. Please ensure that you backup any important data, including Documents, Pictures, Videos and more. 

    I understand this is not the news you were hoping for, as it involves a bit of work. However, this will ensure that all conflicting files are removed and prevent the issue from recurring.
