Updates the TaxWithholdComponentTableIdx index in the TaxWithholdThresholdLimit_IN table to not allow duplicate records.

Remarks

Before updating the TaxWithholdComponent surrogate key fields with the value of the RecId field of the tables, the TaxWithholdComponentTableIdx index is set to allow duplicate records.
